Now the French rail company is doing the same thing and in exactly the same way, trying to keep it a secret from the general public and implementing the policy secretly through private memos to its staff.

This document, whose authenticity has been confirmed by the company, provides details of "specific measures to facilitate the regulation of life on-board," including "0 euro reservations for exceptional measures"Source
The rail company and the French government are now trying to deny this, but other leaked documents confirm that this policy exists. The letter below says that, for the procedure to be applied, "it is necessary to be in the presence of an abnormally large number of persons wanting to travel to a specific destination without a transport ticket."
