An Italian prefect has threatened to requisition private property to accommodate the thousands of African invaders flooding into the country each week. The prefect of Brescia has declared:
I am ready to requisition public and private premises to give hospitality to the foreigners.
Source I found this description of what exactly the role of a "prefect" is in Italy.
In Italy, a prefect is the representative of the State within one of the country’s 110 provinces – which are administrative districts larger than municipalities but smaller than regions. Prefects play a regulatory role between the municipalities and other local governments. They also have political responsibility for the enforcement of laws when public safety is threatened.
